Everything travelers need to know before visiting Portugal’s fairytale mountain town
Sintra is a destination unlike any other in Portugal. With forest-covered hills, romantic palaces, and breathtaking views over the Atlantic, it attracts thousands of visitors daily — and rightly so.
But what most guidebooks and travel sites fail to mention is this:
You can’t simply drive to Sintra’s top landmarks — not anymore.
As of 2025, the Sintra Town Hall has kept and reinforced the already existing car restrictions, particularly affecting:
-
Pena National Palace
-
Pena Park
-
The Moorish Castle
-
Quinta da Regaleira
These are the most visited and most photographed sites in Sintra — and they are now located within zones that are either partially or fully closed to rental cars, private vehicles, and foreign-plated cars.
What’s New in 2025?
The restrictions in Sintra are not new, but they’ve become stricter and more actively enforced in recent months. The goals are clear:
-
Reduce congestion in protected heritage areas
-
Protect local roads and ecosystems in the Sintra-Cascais Natural Park
-
Improve safety and air quality in the upper town
To do that, the town has taken several important steps:
-
Only licensed tour operators and registered Sintra residents may drive into the upper palace zone
-
Rental cars (even with Portuguese plates) and foreign-plated vehicles are no longer permitted to enter or stop near:
-
Pena Palace
-
Pena Park
-
The Moorish Castle
-
Quinta da Regaleira
-
-
Strict traffic enforcement has increased, with checkpoints, roadblocks, and license-plate cameras
-
GPS apps do not show these restrictions, leading many travelers into wrong turns or fines
Access to Pena Palace, Pena Park, and the Moorish Castle
These three monuments sit at the top of the Sintra mountain. Getting there by car used to be possible — now it’s strictly regulated.
-
The main road to Pena Palace and the Moorish Castle is part of a conservation zone.
-
Access is completely closed to rental cars, including those rented in Lisbon, Cascais, or elsewhere in Portugal.
-
Only licensed, pre-authorized tour companies (such as Portugal Magik), local residents, and service/emergency vehicles are allowed in.
-
There are only 20–30 official parking spots at the top — all reserved for authorized vehicles only.
If you are driving a rental car, expect to be stopped at a police checkpoint well before reaching the palaces, and diverted downhill.
And from there? The uphill walk can take up to 2 hours. It’s steep, exposed, and not something most visitors enjoy doing under the Portuguese sun.
What About Quinta da Regaleira?
The stunning, mystical Quinta da Regaleira is just as difficult to reach by car. While it’s located closer to the village center, it suffers from a different issue:
-
There is no parking at Regaleira.
-
The palace sits on a narrow, one-way street with no space for stopping or turning around.
-
Surrounding village streets are frequently full, and often closed to through traffic on busy days.
-
Even if you find parking, you still face a 20–30 minute uphill walk — and the risk of being late for your timed ticket, which cannot be refunded.
Timed-Entry Tickets: Another Challenge for Drivers
All of Sintra’s major monuments — Pena Palace, Moorish Castle, and Regaleira — operate with strict timed-entry tickets.
These are enforced. If you arrive late, you will not be allowed in, even with a pre-purchased ticket.
And with all the uncertainty around driving, parking, and walking times, many travelers end up missing their time slots entirely.
Who Can Access These Sites by Car in 2025?
Very few people.
Access is limited to:
-
Licensed tour operators, like Portugal Magik, with special vehicle permits issued by Sintra’s Town Hall
-
Locals registered in Sintra with private permits
-
Public transport and shuttle services
-
Emergency and service vehicles
Everyone else — including rental cars and private vehicles — will be blocked.
