Rented a Car in Portugal? Here’s Why It Won’t Get You to the Top of Sintra

And what to do instead if you want to visit Pena Palace and the Moorish Castle without the hassle.

Renting a car in Portugal is often seen as a flexible, economical way to explore the country — and for many destinations, it is. But when it comes to Sintra, and especially the iconic Pena National Palace, Pena Park, and the Moorish Castle, there’s one major detail that rental companies and guidebooks rarely explain:

Your rental car won’t get you anywhere near the monuments.

Even if you rented the car legally in Lisbon, Cascais, or Porto…
Even if it has Portuguese plates…
Even if your GPS tells you it’s the “quickest way up”…

You will be stopped. You will be diverted. And you will not be allowed to drive uphill to the palace area.

Why? Sintra’s Protected Zone Is Closed to Rental and Private Vehicles

The upper part of Sintra — where Pena Palace and the Moorish Castle are located — is a protected forest area and part of a UNESCO World Heritage Site. Due to congestion, environmental protection, and visitor safety, the Sintra Town Hall has enforced strict vehicle access regulations.

Here’s what that means for you:

  • Rental cars (including those rented in Portugal) are not allowed to drive up to the monument entrances.

  • This includes Portuguese-plated vehicles, Spanish cars, and all foreign-plated vehicles.

  • Police checkpoints, traffic barriers, and license plate recognition systems will turn you away before reaching the top.

  • Only licensed tour operators and local residents with official permits are allowed into this conservation zone.

  • The few available parking spots near the top (around 20–30) are reserved exclusively for authorized vehicles.

No Parking. No Access. And Definitely No Easy Walk.

Many visitors assume they’ll just “park nearby and walk the rest of the way.”

Unfortunately, that plan falls apart quickly:

  • You’ll likely be forced to park in the historical center, near the National Palace of Sintra or São Pedro.

  • From there, it’s not a short walk — it’s a 1h30 to 2-hour uphill hike on steep, winding roads.

  • The incline is serious, and the path is often shared with tourist shuttles, tuk-tuks, and delivery vans.

  • In summer heat or rainy conditions, it can be exhausting, slippery, or even unsafe.

Many travelers abandon the climb halfway. Others arrive late and miss their pre-booked palace entrance times entirely.

Misleading GPS Directions Won’t Help

GPS apps (Google Maps, Waze, and even built-in car nav systems) do not reflect Sintra’s vehicle restrictions accurately. They may direct you up roads that are closed to the public — only for you to be turned back by police or trapped in narrow, one-way streets with no safe place to turn around.

So… Who Can Drive to the Monuments?

Only a limited number of vehicles are allowed to access the restricted forest roads that lead to Pena Palace, Pena Park, and the Moorish Castle. These include:
