Rented a Car in Portugal? Here’s Why It Won’t Get You to the Top of Sintra

But when it comes to Sintra, and especially the iconic Pena National Palace, Pena Park, and the Moorish Castle, there’s one major detail that rental companies and guidebooks rarely explain:
Your rental car won’t get you anywhere near the monuments.
Even if you rented the car legally in Lisbon, Cascais, or Porto…
Even if it has Portuguese plates…
Even if your GPS tells you it’s the “quickest way up”…
You will be stopped. You will be diverted. And you will not be allowed to drive uphill to the palace area.
Why? Sintra’s Protected Zone Is Closed to Rental and Private Vehicles
The upper part of Sintra — where Pena Palace and the Moorish Castle are located — is a protected forest area and part of a UNESCO World Heritage Site. Due to congestion, environmental protection, and visitor safety, the Sintra Town Hall has enforced strict vehicle access regulations.
Here’s what that means for you:

Rental cars (including those rented in Portugal) are not allowed to drive up to the monument entrances.

Police checkpoints, traffic barriers, and license plate recognition systems will turn you away before reaching the top.
